Papua New Guinea’s telecoms watchdog issued Starlink a five-year licence to operate in the island, while pledging to clamp down on illegal LEO satellite terminal operations.
In a statement, the PNG Department of Information and Communications Technology issued a “stern warning” to individuals using satellite services without proper authorisation, as it noted a prevailing problem with the use of unlicensed Starlink terminals.
NICTA Chairman Noel Mobia explained: “Starlink will bring in the terminals under their operator licence, and every purchased terminal will have its own licence. NICTA will manage and monitor this process, ensuring transparency and accountability."
The chairman warned those that are currently tapping into connectivity services through unlicensed terminals, stating those caught will be in “significant trouble” but did not detail punishments. He added the rule is in place to control the deployment of satellite terminals and maintain national security.
"These devices are mobile, meaning they can be moved around. We want to track their location and movement to ensure responsible internet usage," he said.
ICT Minister Timothy Masiu: added: "As a responsible ministry, we must scrutinise everything coming into the country. Protecting our nation's interests is paramount."
