Costa Rica's telecommunications regulator Sutel has proceeded to uphold its recent decision to declare the country's mobile market competitive and remove price regulations in the face of a legal challenge from consumer ombudsman DHR. The watchdog dismissed DHR's complaint that its ruling had "serious and insurmountable defects", arguing that it complied fully with article 50 of the General Law on Telecommunications and that it replied individually to the 10,462 comments received during the public consultation on its proposal.
