CST concludes its participation at LEAP25

The Communications, Space, and Technology Commission (CST) has concluded its participation in the fourth edition of the global tech conference LEAP25, held from February 9 to 12. During the event, CST revealed infrastructure investments in the telecommunications sector worth up to SR 1B, launched the second edition of the Space Stage, and announced the conclusion of the second cohort of Emerging Technologies Regulatory Sandbox.

H.E. Dr. Mohammad Altamimi, CST Governor, opened the third day of the conference, as he revealed the conclusion of over 25 investment agreements, thereby raising private sector investments to $14.9B. He indicated that companies continue to announce the localization of technologies in Saudi Arabia through investments in AI cloud centers, data centers, and boost customer services within the Kingdom and the region.

LEAP25 featured the launch of the Space Stage, a dedicated platform hosted more than 24 panel discussions and interviews with over 60 leading experts, specialists, and pioneers in the Space sector. The initiative aimed to highlight Saudi Arabia’s ambitions and leadership in Space, share the latest industry trends, inspire audiences with key insights, and enrich knowledge through discussions on innovations and advancements in the field.

Aiming to enhance the development of advanced Digital infrastructure, and create an enabling environment for pioneering technologies, CST granted the “Carrier Service” Provider license to Water Transmission and Technologies Company (WTCO), Saudi Arabia Railways (SAR), and Raqeem Smart Solutions. As well as granting the General Class License, a permission for Providing Telecommunication Services Over Non-terrestrial Networks (NTN) and a permission for Providing Operation Services of Non-terrestrial Networks (NTN), to SKYFive Arabia, expecting to drive approximately around SR 1 billion in telecommunications sector investments.

At the sidelines of LEAP25, CST received a certificate for achieving first place with 94% in the Emerging Technology Adoption Readiness Index 2025 from the Digital Government Authority (DAG). This confirms CST's consistent leadership in digital transformation, particularly in identifying and implementing impactful emerging technologies, and methods for effective investment to improve user experience and contribute to building a smart digital government. This recognition builds on CST's track record of excellence, having maintained the leading position in this index for the previous two years (2022-2023).

Through LEAP25's main platform, H.E. the Governor honored 15 global and local companies for their success in presenting 15 specialized technical products within the second cohort of the Emerging Technologies Regulatory Sandbox, showing a 110% increase from the previous cohort.

During the event CST signed a memorandum of understanding with the National Waste Management Center "MWAN" to promote circular economy and increase recycling rates for electronic products and equipment to over 107,000 tons by 2030.

CST participation included enriching sessions, panel discussions, and presentations delivered by several Deputy Governors and CST staff members. These sessions focused on innovative investment opportunities and the enablement of communications, space, and technology sectors in the Kingdom.
