Welcome Coffee & Networking
Opening Keynotes
Organizer, Chief Patron, Host Sponsor, and Digital Innovation Leadership
Messages
The opening keynotes establish the national and institutional context for the day through messages from the Organizer, Chief Patron, Host Sponsor, and Digital Innovation Board leadership. Together, these perspectives should frame Oman’s digital development direction, the role of infrastructure and technology in the country’s wider economic priorities, and the importance of coordinated participation by national institutions, industry, and international partners. In doing so, the opening should establish the direction of the conference without pre-empting the more specific investment, infrastructure, and sector discussions that follow.
Why Oman: Strategic & Economic Landscape
Oman’s Economic Direction, Investment Landscape, and National Development
Priorities
Before individual infrastructure and technology areas are examined, this session establishes the economic and national-development context in which they sit. Through special national presentations, the session should explain Oman’s economic direction, investment landscape, diversification priorities, and the conditions shaping participation by capital, technology companies, infrastructure players, and institutions. The emphasis should be on what distinguishes Oman, where digital and technology development connects with wider national priorities, and which areas require stronger coordination, investment, or partnership.
Special Business Presentation by ZOI
From Telecom Operators to Integrated Digital Infrastructure Providers
This special business presentation provides the bridge from Oman’s national economic context into the infrastructure discussions that follow. Using ZOI as a relevant industry example, it should examine how telecom businesses are extending beyond traditional connectivity into broader digital infrastructure roles spanning international networks, subsea and terrestrial connectivity, data centers, cloud-related infrastructure, enterprise requirements, and regional service delivery. The focus is on what this evolution means commercially and operationally, how integrated infrastructure models can support wider regional connectivity and digital growth, and how these assets can serve carriers, cloud and digital platform companies, enterprises, and public-sector organizations.
Corridors Panel - From Submarine Infrastructure to Strategic Adjacencies:
Expanding Oman’s Digital Investment Opportunity
Cable Landing Stations, Data Centers, Cloud, and Integrated Digital Corridors
Submarine connectivity creates greater economic value when the infrastructure around it develops as well. This panel should examine how cable landing stations, carrier-neutral interconnection, data centers, cloud infrastructure, enterprise demand, and integrated digital corridors can turn international connectivity into investment and economic activity inside Oman. The discussion should focus on the strategic adjacencies around submarine infrastructure and on the commercial, infrastructure, policy, and partnership conditions required for Oman to capture more value from the data and connectivity that pass through the country.
AXIS Flagship Roundtable
Oman’s Digital Investment Gateway: Special Interactive Session among Invited
Guests
The AXIS Flagship Roundtable will provide a closed-door convening platform for invited Omani and international stakeholders participating in Leaders’ AXIS 2026. Bringing together perspectives from investment, telecommunications, digital infrastructure, technology, energy, data centers, cloud, space, and other relevant sectors, the roundtable will enable direct exchange around Oman’s evolving digital and investment environment. The discussion aims to consider what Oman can offer across infrastructure, investment, technology, and related areas, while also allowing participating organizations to identify what they are looking for in the market: capabilities, partners, investment opportunities, technologies, customers, or other forms of cooperation. The aim is to create useful connections between Omani and international stakeholders and surface areas that may merit further engagement after AXIS. As a parallel session, the roundtable will complement the main AXIS program. It will connect the conference themes across sectors and provide a setting in which participants from diverse backgrounds can relate Oman’s development priorities and capabilities to their own interests and plans.
Explore strategic discussions on satellite connectivity, digital infrastructure, AI, investment, and Oman’s emerging role as a regional digital infrastructure hub.
SAT Panel - Building Oman’s Space and Satellite Ecosystem from Connectivity
to Applications
MSS, Satellite Connectivity, Ground Infrastructure, Data Services, and
Downstream Applications
The SAT Panel examines space and satellite as an ecosystem extending from connectivity into ground infrastructure, data services, and downstream applications. Mobile satellite services and other satellite capabilities can complement terrestrial networks while serving maritime, logistics, energy, remote locations, emergency communications, enterprise requirements, and data-driven applications. The discussion should identify where Oman can develop commercially relevant activity across this chain, what infrastructure and partnerships are required, and which applications or services can create demand beyond connectivity alone.
Leadership Luncheon
CEO Dialogue - Building the Nation’s Digital Infrastructure for the AI
Era
Leading Omani CEOs, National Digital Infrastructure, Strategic Investment, and
AI-Era Infrastructure Development
The CEO Dialogue brings leading Omani companies into a common discussion on how national digital infrastructure should develop as AI, cloud, data-intensive services, and new enterprise requirements place greater demands on networks and computing infrastructure. Rather than centering the discussion on a single company, the session should examine the roles that major Omani organizations can play individually and collectively in infrastructure development, strategic investment, partnership formation, national capability-building, and commercial execution. This includes the development of Omani technology companies and capabilities alongside physical infrastructure, including stronger routes for locally developed solutions to reach regional markets. The discussion should also address where national players can lead directly and where international technology, capital, or specialist partners are necessary.
Energy Perspectives - Balancing Energy & National Compute
Data Centers, Sovereign AI, Renewable Energy, Sustainable Infrastructure, and a
Muscat Framework for Cross-Infrastructure Sustainability
The final substantive debate brings together two requirements that need to be considered together: the expansion of national compute and the infrastructure required for sovereign AI, and the energy systems needed to support them. Data centers, cloud and compute platforms, networks, and related facilities depend on reliable and commercially viable power, while renewable energy is becoming increasingly relevant to long-term infrastructure planning. The debate should therefore examine how Oman can develop national compute capability while accounting for energy availability, renewable-energy potential, infrastructure planning, cost, demand, and long-term sustainability. It should also consider whether a Muscat Framework can provide a useful basis for aligning digital infrastructure, energy, and sustainability stakeholders around common development priorities.
