ARCEP, as part of its monitoring mission following the quality indicators of 2G/3G/4G mobile services and their thresholds, carried out from December 4 to 31, 2023 a national campaign to measure the quality of the services offered by the two mobile operators Togo Cellular (TGC) and Moov Africa Togo (MAT).
Despite the slight improvement in the quality of services – respectively 5.28% for MAT and 1.94% for TGC – since ARCEP's formal notice of May 31, 2023 for failure to comply with regulatory obligations, both (02 ) operators still remain quite far from the regulatory thresholds.
These improvements are more significant in Greater Lomé than in the interior of the country (excluding Greater Lomé). Indeed, in greater Lomé, MAT is more efficient than TGC with 69.64% compliance compared to 65.18% while outside greater Lomé TGC is more efficient than MAT with 52.08% compared to 39.90% . Nationally, the overall compliance rate is 53.16% for TGC and 42.35% for MAT .
In more detail, for voice and internet services, we can draw the following lessons:
For voice service:
TGC is much more efficient than MAT for the voice service throughout the territory. Indeed, in Greater Lomé the compliance rate is 71.43% for TGC compared to 46.43% for MAT. Outside of Greater Lomé, TGC exceeds MAT with a compliance rate of 69.55% compared to 38.14%.
For 3G internet service:
The two operators generally display fairly similar 3G internet performances . Indeed, in Greater Lomé, they have an identical compliance rate of 69.05%. Outside of Greater Lomé, TGC exceeds MAT with a compliance rate of 48.08% compared to 42.95%.
For 4G internet service:
For the first time, MAT is much more efficient than TGC in Greater Lomé on 4G internet with a compliance rate of 85.71% compared to 57.14%. Outside of Greater Lomé, TGC surpasses MAT with a 4G internet compliance rate of 44.44% compared to 38.03%.
