Mozambique’s National Communications Institute (Instituto Nacional de Comunicacoes de Mocambique, INCM) has announced a revamp of the process to register and activate mobile SIM cards. New legislation has been approved by the government and will be implemented in six months’ time. The regulator says that an update to the process was necessary because the current system is being abused, with fraudulent documents being used to support registrations and more than 10,000 pirated devices being activated each week.
The changes include moves to: improve and standardise subscriber registration procedures; implement a central database to identify subscribers, distribution agents and third-party service providers; allow for the registration of devices as well as SIM cards; develop a risk centre to identify fraudulent activity; and implement mechanisms for blocking users suspected of fraud. The INCM says it has been working on the updated registration process with mobile network operators (MNOs), ISPs and banking service providers.
