Malaysian regulator holds public inquiry on review Access List

The Malaysian Communications and Multimedia Commission (MCMC), a regulatory body whose key role is the regulation of the communications and multimedia industry, is holding a public inquiry to review the Access List.

The ‘Access List’ is the list of telecoms services available to licensees that are subject to price regulation. It is the key instrument to ensure that all network facilities providers, network service providers, and applications service providers can gain access to the necessary facilities and services on reasonable terms and conditions.

MCMC in a statement said the public inquiry has set out MCMC’s preliminary views on facilities and services to be included, removed, or amended in the Access List and carried out under sections 55(1), 56, and 146 of the Communications and Multimedia Act 1998.

“MCMC invites members of the public to participate by sending written submissions on the specific questions, preliminary views, and the rationale and analysis in the public inquiry paper. Participants are encouraged to support their submissions with justifications and, where appropriate, provide or refer to evidence or other relevant information,” it said.

Written submissions should be provided to the MCMC, both in hard copy and electronic form, at the address below and via e-mail by noon, on Monday, Oct 18, 2021.

In terms of the specific focus areas, the regulator said these were: ensuring access to Digital Nasional Berhad’s (DNB’s) monopoly 5G single wholesale network; enhancement of ‘High-Speed Broadband’ (‘HSBB’) network regulation; ensuring and improving access to passive infrastructure; continuing development of regulation of transmission services; and fostering investment in access network infrastructure.
