PTS consults on amended 700MHz spectrum award proposals

The Swedish Post and Telecom Agency (Post & Telestyrelsen, PTS) has opened a consultation on its updated proposals for the allocation of spectrum in the 700MHz band. All interested parties are invited to submit their comments on the new proposal by 23 February. Under the revised plan, the regulator will award the following frequencies:

• Two blocks of 2×5MHz for FDD use: 713MHz-718MHz/768MHz-773MHz and 718MHz-723MHz/773MHz-778MHz

• One 2×10MHz FDD block (with coverage obligation): 723MHz-733MHz/778MHz-788MHz

• Four 1×5MHz supplementary downlink (SDL) frequency blocks: 738MHz-743MHz, 743MHz-748MHz, 748MHz-753MHz and 753MHz-758MHz.

The regulator has also decided not to introduce a cap on the amount of spectrum that can be acquired by any single operator. Following the completion of the consultation, the PTS will publish a general invitation for participation in the tender in April 2018, with the spectrum auction scheduled to be held on 4 December 2018. The awarded licences will come into effect on 1 January 2019 and will be valid until 31 December 2040. The 2×10MHz block of spectrum will come with an obligation to provide minimum download speeds of 10Mbps to subscribers in unserved areas.
