Brazil’s Ministry of Science, Technology, Innovations and Communications has put on public consultation the proposal for a telecommunications policy decree.
The document reviews the sector's regulatory framework, updating legislation to align it with the technological, economic and social changes that have taken place since the enactment of the General Telecommunications Law in 1997. The proposal places broadband at the center of public policy of Brazilian telecommunications.
The decree submitted to the public consultation replaces three other decrees currently in force, bringing together in a single instrument the regulatory guidelines for the expansion of broadband services and digital inclusion in the country.
According to Telecommunications Secretary Andre Borges, the decree establishes priorities for public and private investments to expand telecommunications infrastructure through fibre optics, wireless and satellite. Some of the actions foreseen in the new policy are the implementation of 4G in all cities and towns with significant population density, as well as the expansion of the Smart Cities program.
The consultation is open until 17 November.
