Peruvian telecom regulator Osiptel has cleared the way for emergency services operator Dolphin Telecom to become the country’s sixth mobile operator and second MVNO later this year. The watchdog issued a mandate confirming that Dolphin Telecom met the requirements to use Entel Peru’s network to provide MVNO services following a year of negotiations. The company will follow Virgin Mobile, which launched its prepay service on the Movistar network last year but is reportedly considering abandoning the country in view of its minimal market share.
Movistar currently dominates the Peruvian mobile market with 15.4 million subscribers, followed by Claro (12.2 million), Entel (6.0 million) and Bitel (4.3 million).
