Zimbabwe to implement new QoS levels for telcos

Zimbabwe’s Minister of ICT, Supa Mandiwanzira, has published draft regulations laying out minimum Quality of Service (QoS) levels for the country’s telecoms operators. The levels of service will be monitored by industry regulator POTRAZ, which has also been empowered to fine telcos which fail to meet the guidelines. The new QoS rules state that at least 95% of mobile calls should connect successfully and within five seconds, while at least 80% should be set up and complete properly. A minimum of 98% of SMS messages should arrive correctly, while 98% of connection attempts to an active mobile data network should be successful. In terms of fixed networks, the new guidelines expect operators to attain at least 99.99% service availability for their internet services, while fixed broadband users should experience download speeds at least 95% of those agreed in their contract. According to TeleGeography’s GlobalComms Database, Zimbabwe was home to 12.8 million mobile users and 333,700 fixed line subscribers at the end of 2015.
