DoT India clears path for spectrum liberalisation

The Department of Telecommunications (DoT) has issued guidelines for the liberalisation of spectrum allocated without auction and where no market-determined price is available, the Economic Times writes. Under the terms of the guidelines, the most recent reserve price set by the Telecom Regulatory Authority of India (TRAI) will be taken as a provisional price for liberalisation, with the difference to be paid once a market price has been determined by auction. The new rules pave the way for Reliance Communications (RCOM) to liberalise its 800MHz spectrum in Kerala, Karnataka, Rajasthan and Tamil Nadu, having already paid INR53.84 billion (USD805.4 million) to liberalise its holdings in that band in 16 other circles.
