Collaborative efforts between four government entities helps launch cross-industry smart apps

With the launch of TM, Qafay and Tarish mobile applications, travelling back and forth from one government entity to another to follow up on status of projects, obtain government approvals, No-Objection Certificates (NOC) for construction permits, connections, among others, is no longer the case for this segment of customers. The apps are available in English and Arabic.

Dubai Electricity and Water Authority ( Dewa ), Roads and Transport Authority (RTA), Dubai Municipality and Mohammad Bin Rashid Housing Establishment formed a ‘Red Team’ to develop and design the applications, which are believed to increase efficiency in government services and raise the level of happiness of all customers.

An overview of the applications and the options they offer were introduced during the official launch on Monday where members of the Red Team spoke about the convenience these apps will create and the time and resources that will be saved.

Yousuf Al Khazraji, Business Process Improvement Manager at Dewa and Head of the TM app’s technical team, said the TM app aims to provide necessary information for property, real estate, and housing project owners.

“Our customers had to visit Dewa , RTA and Dubai Municipality several times to get information regarding approval status of building permits, constructions, and electricity and water services connections. Now, with the launch of TM and with this successful collaboration, all the information they require will be available to them,” he said.

Speaking about the solutions Tarish app will bring to customers, Jasem Hussain, a housing consultant at the Mohammad Bin Rashid Housing Establishment, said the Tarish app was created to combine all the laws and regulations pertaining to water and electricity services, construction permits and NOCs that consultants, contractors and owners need.

“The word ‘Tarish’ is linked to our heritage and means ‘messenger’. The goal was to develop an app that delivers all the information that these customers require by listing the important laws and regulations in one place,” he said.

The Qafay app, on the other hand, was designed to ease the NOC issuance procedure, provide extensive data on geographical places in Dubai, and integrate the operations of all government entities that are responsible for the issuance of NOCs and government as well as non-governmental approvals,” Abdul Hakim Al Malek, Director of Geographic Information Systems at Dubai Municipality, said.

This app, he explained, will help achieve 90 per cent savings in time for employees and stakeholders in issuing NOCs and granting approvals and will also reduce 90 per cent of paperwork. “The system will provide 100 per cent data, information on engineering drawing and geographical maps, and will increase customer satisfaction to 90 per cent,” said Al Malek.

The apps are currently in their early phases, said the speakers, and will be further developed to achieve maximum efficiency in government services. Part of the improvements will include increasing the number of beneficiaries, they said.

The collaboration on these projects comes as part of the City Makers Race initiative announced by Shaikh Hamdan Bin Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, which aims to introduce a new work mechanism for government authorities to ensure a creative environment that enriches cooperation and leads to innovative solutions and initiatives for shared government services, serving all segments of society and enhancing the happiness of residents.
