NCC releases new framework for A2P services regulation

The Nigerian Communications Commission (NCC) has introduced a Licensing Framework for Application-to-Person (A2P) services, aimed at fostering greater order and transparency in the country’s telecommunications industry.

The framework, rooted in the provisions of the Nigerian Communications Act (NCA) 2003, became accessible on the NCC’s official website on November 29, 2024.

A2P services enable businesses to communicate automatically with customers through notifications, alerts, and marketing messages. By launching this framework, the commission noted that it seeks to regulate the sector, ensuring compliance with industry standards while promoting efficient service delivery.

To engage stakeholders and address potential concerns, the NCC has scheduled a virtual forum for December 20, 2024. This event, according to the commission, will provide a platform for telecom operators, service providers, and other key players to discuss the framework’s objectives and implementation. Participants will also have the chance to share feedback and clarify any ambiguities surrounding the policy.

The NCC emphasised that this framework is a critical step toward improving communication services in Nigeria. “Our goal is to ensure the telecom industry remains regulated, transparent, and aligned with the needs of all stakeholders; this framework is integral to enhancing the credibility and functionality of A2P services across the country,” the commission stated.
To encourage participation, the commission has also called on interested parties to review the framework and submit their comments by December 19, 2024. Contributions can be sent to aadaba@ncc.gov.ng with a copy to msyusuf@ncc.gov.ng.
