Member of the Information and Communication Technologies Board

Born in İskilip, Çorum, Turkey in the year 1969, Dr. İhsan Kulalı graduated from the Faculty of Business Administration of the Middle East Technical University. He received his MBA degree from Leeds University, UK and PhD degree from the Department of Business Administration of the Social Sciences Institute of Ankara University.

Having worked as Vice President of the Information and Communication Technologies Authority, he was re-appointed Member of the Information and Communication Technologies Board in January 2014 to act as the representative of postal services, currently performing the same duty.

He also works as a part-time lecturer at Bilgi University, Master of ICT Law, giving the course named "Electronic Communication Regulation and Competition" and giving Finance related courses at Bahçeşehir University MBA Programme. He has many publications mainly related to network effect, price regulation, firm valuation and portfolio management.

Dr. Kulalı, speaking the English language fluently, is married and has two children.
